IRAQ: DRAFT OPERATIONAL CONCEPT FOR PHASE 4
1. Thank you for your minute (DG Op Pol/4/6/1/1) of 2 April.
2. The Secretary of State agrees that:
. • UK Forces' linkage with the Iraqis should reflect their system of
governance and should thus be arranged on a provincial basis.
• UK Forces should use the Joint Commission model.
• UK Forces should be deployed on an intelligence-led rather than a
framework basis, with emphasis on indicators and warning as well as
mobility.
3.
Mr Hoon notes that the COS will provide advice in due course on the
geographical area that UK Forces should cover.
