Power System Highlights for Thursday, December 17, 2003 The CPA Electricity Advisor issues this report to note significant events or conditions of interest in the power sector. The basic daily data on the power system is available on the CPA web site. HIGHLIGHTS – Baghdad weather continues to be mild. Hilla and most of Najaf Plant continue down due to low gas pressure. Najaf is running one unit on stored diesel. Doura Gas Turbine continues to make 75 Mw with 3 units – gas pressure at 17 bar Doura 4 is finishing programmed maintenance – back on line within next week Generation: Daily System peak on 16 Dec – 3,219 MW. Daily system Demand on 16 Dec – 5,263 Mw (Estimated) System generation – 63,421 MWh Imported power: 30 Mw from Syria and 80 MW from Turkey Generators Returned to Service + 135 Mw Najaf 1 unit running on gas oil due to low gas pressure ---------------- + 25 Mw Nasariyah 4 Returned after boiler leakage repair------------------------- +110 Mw Generators Unscheduled Out of Service 17 DEC 03 875 Mw Dibis 3 tripped due to feed water pump problem --------------------------- 8 Mw Dibis 2 off since Dec 12 due to feed water pump problem -------------– 8 Mw Baiji 4 tripped at 1825 Dec 16 Auxiliary transformer problem ------- 100 Mw South Baghdad 4 out due to boiler leaks ---------------------------------- 70 Mw Mussaibe 1 out with boiler leak problem ----------------------------------- 200 Mw Old Mulla 1 Gas Turbine - Gas control------------------------------------- 15 Mw Old Mulla 2 Gas Turbine – Servo and Circuit breaker problem ----- 15 Mw Old Mulla 6 Gas Turbine – High Exhaust temp problem -------------- 15 Mw New Mulla 6 GT Generator defect ------------------------------------------ 30 Mw Taji 5 GT Flame problem ------------------------------------------------------ 15 Mw Taji 4 GT Turbine problem ---------------------------------------------------- 15 Mw Taji 3 GT Compressor problem ---------------------------------------------- 15 Mw Taji 6 GT Servo problem ------------------------------------------------------- 15 MW Taji Mobile 1 and 2 software problem -------------------------------------- 10 Mw Hilla Gas Turbines 1, 2, 3, 4 low gas pipeline pressure --------------- 65 Mw Najaf 1 unit off due to low natural gas pressure ---------------------------25 Mw Baiji 2 GT with oil leak and no diesel fuel available----------------------159 Mw Mosul 1 GT Rotor defect ------------------------------------------------------ 15 Mw Mosul 5 + 6 off line due to exciter problems ------------------------------ 30 Mw Mosul 7 +12 off line due to diff problem ------------------------------------ 30 Mw Mosul 4 GT Vibration ----------------------------------------------------------- 15 Mw Shuaiba 2 GT vibration trip at 0304 Dec 13 ------------------------------ 10 Mw Generators Scheduled Out of Service 17 DEC 03 1187 Mw 2 Thermal units off-line for rehabilitation --------------------------------- 200 Mw Doura 5 and 6 – 200 Mw – Return in May 2004 9 Thermal units in programmed maintenance -------------------------- 718 Mw Dibis 1 – 8 Mw – Return Jan 25 Baiji 6 - 100 Mw – Return Jan 19 Doura 4 - 100 Mw – Return Dec 15 South Baghdad 5 35 Mw – Return Jan 15 South Baghdad 6 35 Mw – Return Dec 26 Mussaibe 3 200 Mw – Return Dec 18 Najebia 4 90 Mw – Return Dec 22 Hartha 4 150 Mw – Return Dec 23 7 Gas Turbine units off-line for rehabilitation ------------------------------129 Mw Dibis 4, 5, 6 24 Mw Old Mulla 12 15 Mw Taji 7 15 Mw Doura 3 20 Mw Khor Zubayr 4 55 Mw with another 6 units in programmed maintenance -----------------------140 Mw Mosil 3 and 8 30 Mw Old Mulla 5 15 Mw New Mulla 3 30 Mw Taji 2 15 Mw Najaf 2 50 Mw Transmission: Countrywide, Iraq’s electrical output has been constrained by damaged transmission and distribution lines. The lines have come down due to sabotage and bad weather. Downed transmission lines increase the probability for complete nationwide blackout by reducing system contingency and causing mechanical damage at power plants. This has caused temporary blackouts which have directly resulted in 1) impacted refineries causing reduced fuel flow to power plants and a subsequent reduction in power supply, and 2) damages in the power plants due to undercurrent causing units to come off-line for unscheduled maintenance. • The rain and wind storms of recent weeks have caused a significant number of distribution feeders to come down, and some of the major transmission lines as well. • Sabotage has been effective despite actions taken to decrease its impact. The most crucial factor in combating sabotage is rapid assessment and repair of damage. Rapid assessment would facilitate quick repairs, visibly reducing the impact of sabotage and likely reducing their frequency. Rapid repairs would reduce the likelihood of opportunistic looting while the line is not energized and prevent further damage to the transmission and generation systems. o Because monitoring instrumentation is so degraded, currently engineers from the power team assess damage by driving or walking transmission lines to find the fault. The process is time-consuming, as the lines are long, and many areas are difficult to access from the ground.
