He wants a bit more time to organize and strategize, however, and is willing ro delay their departure a bit to do so. - Furthermore, due to logistical constraints - limited beds, desks, computers, phones, and vehicles-- Jay Garner is unable to receive the team immediately. He does want them ready to deploy on short notice, however, so I would propose sending them for training at Ft. Benning a week from Sunday (30 March). When training concludes four days later (3 April), they can deploy straight from Benning if Garner is ready to take them or return to Washington for further organizing and strategizing if he's not. -- In the meantime, we will begin the process of getting the USG employees detailed to us and the others hired on contract. I am fully on board with delaying a bit. It appears as if we· need to do a bit more conceptual and bureaucratic gap-filling in any case. I understand that Ruth Whiteside is asking for a specific request from Jay on the d/g group and that you're working on that. I'll be in touch with our NEA folks here at State. In the·meantime, has anyone on Liz's list contacted you re: contracting? I've pointed a few people back in your direction. Obviously, until we're given the final green light much of this will have to be done on a contingency basis, but I'd like to line folks up ASAP. S.
