During the middle of February 2003, the Department of Defense organized the Office of
Reconstruction and Humanitarian Assistanc. e (ORHA). This inter-Agency Task Force will last for
approximately 12 months, and will fall under the purview of the Office of the Undersecretary of
Defense (Policy). This Task Force will advise and assist the Undersecret~ry of Defense (Policy) in
responding to specific tasks from the Secret

6.1 Initial place of service will be CONUS with movement to USCENTCOM forward areas of
responsibility, only when directed. When directed su'bject personnel will attend CRC at Fort
Benning or authorized equivalentunles· s waived by the Combat Commander- CEl\TTCOM or his
designated representative.
6.2 Period of performance- Initial contract will be for a pe.riod of 90 days with options for an

The contractor will provide analysis, advice, and recommendations as advisors on government, .
· democracy and public advocacy, voter education, economic and business development,
internatjonal and regional political relations, the role of women in government, and governmem
reform.
The estimated value of the service is $450,000 for a three-month period, including travel and ODC's, with
three three-month option peri0ds. -----

5. Reason for Authority Cited:
The Special" Assistant to the Director, Office of Reconstruction and Humanitarian Assistance
has d~terrnined that these'three individuals, are Subject Matter Expe.t;ts, and possess such a
unique combination of education and experience that makes them invaluable for this mission,
· 8.nd able to provide a service to ORHA that would otherwise be unavaiiable. Collectively
th~ir diverse experience includes:
• Manz.ging democracy assistance projects in Afghanistan, Jordan, Morocco, Oman (and
the Gulf), Pakistan, and the West Ban.k-Gaza.

print media, public opinion polling, youth education, parhamentary staff strengthening,

The \J.'ork required to be performed on this task order is unusually and compellingly urgent. The President
of the United States has made clear that the United States. will use force to disarm Iraq in a very short
· period of time. Additionally, the President has stat'ed the U.S. Government's intention to rebuild the ·
infrastructure and government of Iraq after the current Iraqi leadership has been dislodged from power.
To support post-war Iraq reconstruction and humanitarian assistance, time is of the essence for critical
planning. The need to plan now and execute quickly these tasks involved in tills effort is absolutely
_ necessary in order to ensure success of a new Iraqi government structure, safety to U.S. personnel, help
ensure the safety and well being of the Iraqi people by planning and executing the humanitarian:~::·, -; .
