The DFI assets are being used to finance emergency fuel imports, currency exchange, and various security and infrastructure projects. A list of contracts funded with DFl assets is attached (Tab C-1). • All of the Iraqi state assets, both vested and seized, totaling $2.6 billion have been allocated by the CPA for the benefit of the Iraqi people. In addition, the CPA must propose expenditures from the U.S. Iraq Relief and Reconstruction Fund (IRRF) for execution of relief and reconstruction ·programs in Iraq. The CPA has established the Program Review Board ('·Board") to carry out responsibilities as defined in the Coalition Provisional Authority Regulation Number 4. The CPA has further established a Program Review Committee ("Committee") to support the work of the Board in carrying out its responsibilities under this regulation, which witl employ staff in sUpport of these functions.
