In accordance with Federal Acquisition Regulations 52.207-4 Economic Purchase Quantity-Supplies, and as prescribed in FAR part 7.203, the following provision applies; ECONOMIC PURCHASE QUANTITY-SUPPLIES (AUG 1987) (a) Offerors are invited to state an opinion on whether the quantity (ies) of supplies on which bids, proposals or quotes are requested in this solicitation is (are) economically advantageous to the Government ______________________________________________________________________________________________________________________________________________________________________________________ (b) Each offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity. If different quantities are recommended, a total and a unit price must be quoted for applicable items. An economic purchase quantity is that quantity at which a significant price break occurs. If there are significant price breaks at different quantity points, this information is desired as well. Offeror Recommendations Item Description Quantity Price Quotation of Item Total (c) The information requested in this provision is being solicited to avoid acquisitions in disadvantageous quantities and to assist the Government in developing a data base for future acquisitions of these items. However, the Government reserves the right to amend or cancel the solicitation and re-solicit with respect to any individual item in the event quotations received and the Government's requirements indicate that different quantities should be acquired. (End of provision) Note 1: A quotation received in response to an RFI is not an offer and cannot be accepted by the Government to create a binding contract. It is informational in character. An RFI may be used when the Government does not intend to award a contract on the basis of the solicitation but wishes to obtain price, delivery, or other market information for planning purposes. Unlike a Request for Solicitation or a Request for Proposal, a Request for Information is just that .the Governments attempt to source industry’s information on a given list of supplies or services it is acknowledged that the information put out on this RFI is incomplete; Hence, the reason for the Government issuing a RFI instead of a Request for Solicitation or Proposal. Please respond to this RFI with your most advantageous product line given the information contained in the RFI; provide as many solutions as you feel the Government may be interested in. In this manner, the Government procurement team may be better able to write a performance/functional specification on the listed items in the RFI for future solicitations and proposals concerning the same. Note 2: Quantities suggested within the RFI, numbers “25–100”, are a representation of contemplated quantities of each item to be purchased should the items on the RFI turn into a formal solicitation. It was envisioned by the author of the RFI, that industry would possess different graduated price points for quantities between 1–25, 26–50, 51–75, 76–100, etc. Depending on the pricing points presented by industry, resources will be allocated to purchase a specific quantity of items should it be determined to be more advantageous for the Government to purchase one lot of items with a specific pricing point over another. Note 3: Finally, with regard to meeting any one person or group of persons during this RFI process. The Government declines any advances by any group of persons representing themselves or a company, who seek to gain information or other information advantages over other groups or representatives to industry. All attempts to do so will be looked upon as unfavorable to that person or persons who seek to do make contact in person with Government representatives from the Baghdad Contracting Office, regardless of country custom or other reasons. The integrity of the procurement process is a central theme within the Baghdad Contracting Authority. All Questions are to be directed to Mr. Tim McLaren in written format only. Questions can be addressed at the following email address: tj.mclaren@cpa-iq.org. Telephone calls are authorized and will not be accepted. Personal, private meetings with prospective offerors will not be entertained and are not considered necessary to the successful completion of this RFI.
