Selection Criteria
The OC must be a
global financial institution, or a consortium of global financial institutions,
which have offices or active correspondent relationships in all of the
significant financial centers of the United States, Europe, the Middle East and
Asia.
The Selection
Committee will evaluate each proposal according to ten [10] different
categories, as follows:

The selection
categories are not stated in order of priority. The weighting of each category will be applied uniformly to all
proposals. While the Proposed Pricing
(Section 10., below) will be an important aspect of proposal evaluation, the
Processing Agreement will not necessarily be awarded to the low-cost bidder. The CPA is looking for the best overall
value, and pricing will be evaluated against what each bank or OC can deliver
in the other nine [9] selection categories.
